Controversy Over New Jersey Divisions

New Jersey has an interesting system where teams fluidly move between divisional levels depending on the previous years record. It's a set of "rolling divisions," with the Gordon Conference being the elite level. On the NJ.com hockey forums there seems to be a constant amount of resentment and infighting amongst fans about what teams should be allowed to play where. Private schools who play down a level are booed by the public schools they then play against, going so far as to call them a "disgrace." But all this hostility seems to stem from the system itself, "rolling divisions" allow for an o.k. team to play down and become great, and for a good team to have to play up and become bad.
